Fires in Sector 3

A fire has been reported in Sector 3. It started in the dump and spread from there. This occurred shortly after an incursion of Zebras into the area. It is believed that the fire was set on purpose and therefore the strongest suspects at present are the Fire Cult. However, they have not been present in the City for some time and it is unknown where they have gone.

As for Munia, it is known that she could not have been the culprit as she was with Silas Adams at the time. This has been witnessed by several of the Children. Silas has confirmed with us that the rules of Munia's release were clear: no uncontrolled burnings, no burnings of full bodies, and no going out of his sight for more than an hour at a time. The hour of the incident in question, she was indeed with Silas.

Mutilated Body Found: TW GORE

A body was found by the south-east treeline, badly mutilated. What has not been released to the public is that the body's entrails were arranged in the shape of wings and that on a nearby tree an inscription was scrawled, which is hard to make out as it has been roughly carved, but ends with the word 'Angel'.

The identity of the victim is still unknown.

Increase in Fear

There has been a marked increase in the number of people who appear to avoid the eyes of the Neighbourhood Watch. This has been particularly so in the Corrugated Courtyard. People, when questioned, would not say why but appeared uncomfortable talking to the Watch, as if they may get in trouble.

No charges could be brought against these people as they could not be linked to any crime. However, it is still unclear whether they are Criminal Scum or whether they appear somewhat afraid of talking to the Watch for other reasons. These individuals tend to be weak and have very little resources.

Clover Leaf - Poisoner?

Clover Leaf recently gave the Bureaucrats a stock of paper - reportedly to help with the paper crisis. However, the paper was made of Poison Pole. It is unclear whether this was an accident or a malicious attempt at poisonining.

Underground Zebras

The efforts to fight back the zebras continue, with the tunnels under the city being swept by a number of heroic individuals, many of which were in the Watch, but a number belonged to the Starlings and various other factions in the City. Though it is believed this assault has not fully dealt with the hoard, it is noted that the City is in less considerable danger of imminent zebra invasion from below.

Several individuals were noted as being injured in the fight. Our thoughts are with them.

Threat Encroaching

There have been a number of odd occurrences around the outskirts of the City. The Dinner Club reported to have seen very large lizard-like creatures in the woods. These creatures were noted as armed, dangerous, and clever. They have also been spotted stealing from stockpiles across Monument and have a remarkable knack for escaping detection.

Whatever they are, they must certainly be a threat to the City.

The Starlings Divided

Matteo and Pearl, as widely considered authorities over the Starlings, have condemned the actions of Starchild in using her personal Starlings and those loyal to her to violently quash dissent against her. Matteo has pledged his support to helping stop these Starlings from using such violence, and has personally arrested a number of perpetrators.

He has also stated that he had no knowledge of these orders. Roughly 75% of the Starlings appeared to oppose Starchild's move, and Matteo has issued a statement saying that he is confident in Pearl's ability to control this situation.

The Judge

Apollo has been named the Judge to preside over the trials of Monument, after a hard won battle against the lawyer who defended Starchild against arrest the cycle before this one.

Trials are now to take place with a number of the Neighbourhood Watch and some randomly assigned citizens, who will decide as a group what measures should be taken against Criminal Scum. This panel will rotate and each case will be tried by a different panel. Apollo will preside over these proceedings and adjudicate in matters where interpretation of the law is in question.
