Read Instructions First (usually called Read) is a prolific Troubleshooter with the Neighbourhood Watch. Like most Watch members, he appears to prefer to solve problems by hitting them until they stop being problems, but his straightforward approach and reputation for honesty has helped him deal with a remarkable amount of trouble before it starts. He has been mostly active in dealing with theft and attacks for resources, and is most notable for walking almost entirely unharmed out of the rubble of a collapsed building where some raiders had been holed up after stealing a large amount of food from Silas Adams and his followers.
