The Audit, spearheaded by Maurice Antigny and Piper Mentham, was announced as a success when they managed to root out the corruption that had been plaguing the Bureaucracy since apparently its inception. 30% Discount and Zara Dean, it was found, had been working for the Unchained for two years, deliberating tying the Bureaucracy up in knots in order to prevent it being an effective force and to damage its representation. A number of bureaucrats who were hired by the two were found to also be Unchained infiltrators.
When asked why they did it, they appeared to give reasons amounting to: “they fundamentally disagree with bureaucracy”. 30% Discount was also rumoured to have said 'thank fuck you finally figured it out; I am so bored of doing paperwork.'
It appears that the Unchained, far from being a simple party organisation, are actually a group of anarchists, a number of whom are committed to the destruction of any form of civic authority. Since the arrests of Zara and 30%, they have been starting riots in the City and generally causing a nuisance.
Whilst it may take a while to unravel all of the mess that Zara and 30% left, Maurice and Piper have been doing a good job of it so far. However, it has left the Ministry of Exploration in particular understaffed.
More pertinently, the Bureaucracy is still being slowed down by a number of Freedom of Information requests which have been requested by citizens of Monument.
Though several individuals are attempting to solve the paper shortage, Zara and 30% have refused to comment on where they have been acquiring their paper. However, Clover Leaf was reported to be attempting to help with the shortage.
This backfired quite spectacularly when they attempted to make paper from poison pole. A number of bureaucrats are now concerned by the possibility that Clover Leaf may have been attempting to poison members of the Bureaucracy using this paper.
With the Ministry of Exploration still understaffed, there is still a food shortage in some areas of the City. However, this has been alleviated by Piper Mentham's work, collaborating with some members of the Children (Gigantopithicus and Adverse Camber) in gathering food and distributing it to the people of Monument. This distribution was made significantly easier by the creation of a ring road by Guinevere Mentham, which encircles the city and allows for easier transport of goods.
